Innovation management in Venezuela: approaches and insights

Abstract

This essay describes conceptual and managerial considerations on innovation, framed in the current situation in Venezuela. It is nourished by the bibliographic review and the testimonies and reflections presented in the talks organized by the National
Observatory of Science, Technology and Innovation (ONCTI), being the first one: “A disruptive look at innovation processes”, which was held on November 8, 2019, and the second one, entitled: “Rethinking the concept of innovation and its evaluation modalities”, held on December 12, 2019.The discussion on the concept of innovation; the research - invention- innovation process; the national innovation system and the dilemma that arises regarding the measurement of innovation in relation to the conceptual discussion introduced, with the purpose of promoting the development of innovation in the country, under the guidelines established in its legal framework and purposes, with a view to the formulation of appropriate policies for that purpose, are contemplated. Finally, conclusions are presented that highlight the role of the State in the current situation, and in particular of the Ministry of People’s Power for Science and Technology, in the formulation of the policy that should contain the integration mechanisms of the
National System of Science, Technology and Innovation (SNCTI), as well as the National Observatory of Science, Technology and Innovation in its role of gathering and processing information for the purpose of formulating public policies on the matter.
